Is the wire that gets clipped for the speed governer on all trim's?

Also is the ecu what determines if there is a rev speed governer? or the harness/trim?

I guess it would make sense that it's the ecu and all the harnesses are the same, however im just wondering since this ecu is going into my '97 se that doesnt currently have any speed governer, but the previous owner has mentioned to me that the ecu has a speed governer.
