clutch adjustment

i was trying to adjust my clutch pedal for the past couple days, since it always seems to engage low... anyway, i've managed to adjust it for a bit, but it always goes back to where it was originally. i'm sure it's not pre-loaded, because there is at least 1 inch of play. i checked the clutch fluid, just to make sure it wasn't low, and it was fine (btw, i haven't bled the clutch lines or anything, tho i don't think that would help). but i still can't get it to the height i want it to be at. i turned the adjustment rod clockwise at first, and had the height where i wanted it, but since it wouldn't stay there, i eventually turned the rod couterclockwise, near where it was originally. am i doing something wrong? is there any way to get the automatic clutch adjustment to stop moving the pedal back to its engagement point 2"~2.5" off the floor?
