Quick MEVI actuator question

Quick MEVI actuator question

Benn searching and searching, and not 100% sure on the answer to this. Finally got the MEVI on, everything is wired up, just one question. When above 5k rpm, (or wherever you happen to set the rpm switch crossover at), should the actuator look like this?:

which is the condition when no vacuum is applied, or is it the opposite?

That pic is of the actuater closed. When it hits the designated rpm signal, it should pull back and open and remain open untill you fall below the set rpm rang.
