Brakes very sensitive

I noticed the past couple of weeks that the brakes on my 96 SE seem to be REAL sensitive at slow speed. Very hard to creep along. Touch the brakes lightly and they grab. Anybody have any experience with this? I changed the pads and rotors couple of years ago and they have been fine till this. I did do the rears a couple of months ago, but don't see how that could cause this. Any suggestions would be appreciated.

Well the odd thing is that they didn't do it for four years and now they do.
