problem with my cornering lights

just noticed tonight that my 99 se's cornering lights (the 1157 bulb in the parking light housing that illuminates brighter with the headlights on when you have the respective turn signal on) dont work. I took both housing apart checked the bulbs with my fluke and both were good. Then took my fluke and checked the voltage in the socket with the headlights on and the turn signals going....one side has 13 volts (obvious) but the other is dead. Am i missing something i went threw the fuses all seemed ok. i saw the relay box on the passenger side and one marked corner lights but there was no relay not even a plug for a relay. im not sure even if the cover was on the right way cause it fits both ways......any help or ideas would be great....
