96 Foglights not fitting right

So I have had this car now for 2 years and finally fixed this rusty fender. While I had the bumper off I figured I might figure out why my foglights aren't fitting right. The right one was loose so I found a new bracket since it seemed it was brokend. Instead It looks like everything is fine except that for some reason they just don't fit in the hole correctly. (off to the left and down). Now after replacing the fender I kinda realized this thing might have been in an front end accident. (nothing on carfax but that doesn't mean anything) Would a replacement part that the foglight brackets mount to cause it to do this or what?

I didn't know they had a tab to hold on the clear plastic piece? Or atleast not the SAME plastic piece...makes no sense.
