Sway bar end link bushings nut torque?

Sway bar end link bushings nut torque?

I've replaced the end links and was wondering how tight I should torque the upper nut - the one over the bushings. I received one piece of advise suggesting that I only snug them down without completely crushing the bushings. I noticed that this is only about a turn away from bottoming out the nut on the threads. Should I tighten them down to where the threads end, then torque to some spec?

12-16 lb-ft per the FSM.
