If they are just "rusty" and not totally rusted into unrecognizeable blobs of metal, then use a torch, WD40, PB blaster, etc. Don't burn yourself up though by spraying something flammable on it and then torching it. Might wanna test the flammability of your lubricant of choice on a non flammable area like a concrete floor first. Also if the bolts are on the body of the car, be aware of what is behind the bolt. For instance, I've heard of guys setting their interior carpet on fire because they are retarded and forgot that the heat from the torch will go right through the sheetmetal floor of the car.

do you have air tools?

Normally for exhaust stuff i get a socket and 6 in extension. Hammer the extension and socket into the bolt good as i can and just get a big long rachet and loosen it, if it cracks and spins then just grab to the air tool. this is only if i'm trying to spare the bolts and stuff. if not just impact that sucker off.

If they are hard to loosen and nothing else works, use a dremel and cut them off. You could always replace them with new ones. I usually end up going this route 90% of the time whenever I change the exhaust on my cars.

if you are putting a new exhaust in place, just cut it. i usually soak the bolts with WD-40 before i even attempt to loosen them....when i did the exhaust on my civic, nothing really worked so i ended up cutting it off with a sawzall
