My cluth fluid is low -- my pedal is going all soft. ie. it goes to the floor pretty easily. I can still change gears without a problem.

My question: can I just top up the fluid? Or do I have to bleed it?

sound like more of an issue than toppinf off....master or slave might be on its way out...top it off and find out if u still losr some
