well as the title says im failing emissions for this reason. The Evaporative Emission (EVAP) Canister Purge Volume Control Solenoid Valve is what the sticky says the code means. I want to check the hoses to see if they are clogged but im not sure where exactly it is, i know the sticky says 3 inches from the vin number stamped on firewall but does anyone have a pic of this, that would really help me out thanks.
I had the purge solenoid go on my 95. It's with the canister behind the rear wheel drivers side. If you look behind the rear wheel you'll see the rectangular cannister with the solenoid, hoses and cable.
The solenoid on mine was stuck half open so after I had been driving I would hear this hissing noise from behind the back wheel. When I opened the gas tank to relieve the pressure, the hissing would stop.
After I replaced it, it seemed like I could have just cleaned the solenoid so you may want to check yours. It comes off in 15 seconds with a 10mm.
Try soaking the valve/solenoid plunger in WD-40 and try actuating it a few times by connecting it across the battery. You'll hear/feel/see it actuate. At least you'll know if it really is OK.

ok, thanks then what part are the stickies talking about cuz they say its in the engine bay and that its 3 inches from where the vin is stamped on the firewall?
also how do i actuate it by connecting it to the battery, im sorta a newbie when it comes to this.
