Need help with overhaul

Need help with overhaul

I am planning on doing an overhaul to my gold 97 5spd, but im really not 100% sure of what i should do. I was thinking allong the lines of-
Budget Y&B pipes
Custom Enterprise High Flow Cat Converter
Injen Cold Air Intake
Repaint with Impreza Blue
Clear Corners
HID bulbs(not kit, just thos cheap bulbs)
Red/Clear Tail light mod
Paint Emblems White
Custom Enterprise Short Throw

And so thats all i could think of thats not to much money. First things to get done will be performance upgrades. I want to add as much power as possible for as little cost as possible. Any thoughts would be great.
Also i kinda want a meaty growl to the car, any advice on how to achieve this?
The Injen i got mixed reviews about, basically i want to get more low end power, even if i sacrafice uper end power. So is the injen a good idea?

Just the Y pipe
cat converter only if u need a new one
keep stock intake and keep low end torque! just replace filter
repaint silver or black
B&M short shifter, dont waste money on other garbage!
and thats it!!!

how many miles you got on it? May be worth doing some maintenance too. Strut bar bushings, shox, KS etc. Make sure she's running tight and can put it down.

Well engin wise shes perfect, 131,000 but i do all maintanence and she runs great. The brakes are horrible and probably need to be completely removed. Suspension i wouldnt know because i know nothing about suspension, all i know is that when i go over a bump my car doesnt bottom out. Im also considering changing the clutch with a 6 puck street/strip clutch. Something a little rougher than stock.

If they're original shox I'd replace them. You'll feel a difference in the corners. Do the back ones as well.

top condition brakes are a must too. New pads & shims, machined rotors, flush the fluid and bleed. All round. I like it when I stop!

Lol, i like it when i stop right b4 hitting someone else. Right now i have some serious sticky issues with my brakes, in the winter ecspecially my tires dont spin at all until the car warms up and then there very tight. When i hit the clutch to go shift my car actually slows down like 10 mph!!
