Help probelm with manual AC controls

Hi,

Just like it says in the title, when i turn the **** from off to 1 to 2, to 3 nothing happens until i turn it to 4 where it starts blowing. The thing that is pissing me off is that I have ordered another controler and it still dosen't work! I have no clue as to why it's not blowing air on 1,2 or 3. Please help me out on this, since i hate turning it to high all the time!
