cigarette fuse keeps blowing...grrrrrrrrr

ok guys, the 15A fuse for my cigarette lighter keeps blowing and I have no idea why. I do not smoke, I use it to charge my cell only. However, my passenger-side corner light isn't working. My passenger-side corner light is now not working because water got inside of it. The garage I took it to had to splice new wires on prior to get it to pass inspection. Do you think this might be the cause of this?

Pull the lighter out and take a look at the back side. See if the circuit is shorted at the back. That'd be the first thing I do. Then plug something else in to see if it still blows. If not, then it's the charger. If it still does, I don't really know, man. Maybe they pulled the wires from the lighter to power the corner light and something wrong...
