shift lock on auto

My shift lever locks and unlocks correctly when the ignition is "on" (have to press the brake pedal to unlock button on shifter) but when the key is in "off" position the button on the shifter isnt locked- The lever can go from Park to any position (don't even have to press brake pedal)... so basically the shift lock only works when the key is "on." What could be the cause of this?

Key off should lock, in acc should be unlocked, ign should be locked until you hit the brakes.

When the key is out, is it still unlocked?

That is how it is on my Max, if the key is out of the car the shifter is unlocked, if the ign is "ON" then the shifter is locked until I hit the breaks.

I'm pretty sure it should be locked with the key out
