TB Coolant Bypass... Revisited

I was doing the TB coolant bypass on the used SC'd motor I have, I wanted to do it before I swap the motor, so I had the TB off to clean it and I noticed the small piston like device that pushes on the a small cam wheel attached to the TB butterfly valve. I studied it and it looks like when the motor is cold and the coolant pressure is low the piston is in an inward position, at idle this leaves the TB butterfly valve slightly open. When the motor warms up and the coolant pressure builds the piston pushes out, allowing the TB butterfly valve to close.
Is this some kind of choke?
I'm not worried about the TB butterfly valve sticking when it cold because I live where it hardly ever freezes.
Any thoughts on what this is for are welcome.
