Difference between Cali Spec and Fed Spec

In a 98 model what is the real difference between the Cali and Fed Spec Maximas...is it just the ECU. I can't seem to find anything different about the cars. I know the 99's are slightly different. Any advice is appreciated.

cali spec

The Cali has 2 extra electronic module thingies in front of the front bank of cylinders. So on a Cali, you'll see 4 things hanging there, while on a Fed, you'll see 2 things. Also, there must be more exhaust restrictions on the Cali, I don't know if that means bigger catalytic converters, maybe an extra cat, or possibly just more sensors. Cattman sells 2 different Y-pipes for the gen4, so that should be a clue as to the fact that the two cars have different exhaust.
