Difference in 97 SE and 98+ SE rims

I was workin on a friends 98 SE and I noticed that the wheels do not have the shiny clear coat on it that mine does. Today my aunt visited me, who also has a 98 SE and her car also does not have the clear coat. Was there a change in the 97-98 wheels? Seems to me the newer ones are cheaper.
