only if they are both Fed Spec or both Cali Spec

Nope, not that easy...

A 99 fed-spec will alo fit a 98-fed spec or 98-cali spec.

A 99 ca-spec will only fit a 99 ca-spec.

unless it's a Stillen Y pipe, which includes the extra piece (if needed)
