Cant adjust Belt correctly, loud squeaking

I've tried loosening it, tightening it, it wont stfu. Now my car wont start, has trouble turning over. Dunno if its from low battery or something else is wrong. Sounds like the starter is struggling.

anyways, how do u correctly adjust the pully belt? (one attached to crank/tenshioner/etc.)

Is it the one the alternator is on? I've had the tensioner fubar and had to replace it.

i fixed it. I used the belt tenshioner pully to tighten the belt. I used my hands to turn the bolt and it worked.
