RPM Gauge Not Working

Ok so I turned on my car and looked at my RPM gauge and it was just slightly elevated, maybe just below the 500 RPM mark as it sits idle it'll raise slightly below the 1000 RPM. If I accelerate it actually will drop back down to the 500RPM mark. While I'm driving it doesn't move at all. What do you guys think? Is the whole cluster broken?

the RPM gauge could have a lose connection or the gauge could be bad, but probably not the whole cluster.

mine was bouncing around from 1k to 6k and never showed the true rpm. bought a used guage cluster from the org and swapped out the tach. its been working fine ever since.
