Electrical help

I have a 95 SE(auto) that I need help tracking a short to. I have the 10-05 code, which is the EGR control solenoid. The Haynes manual says to check for vacuum, which I did, it's ok. Then it says to check for battery voltage, which I did. There is no voltage, yes I had the ignition in the on position. So my question, what is the best way to track down the short? Looking at the schematic on the Haynes manual didn't provide much help. Is there a diagnostic procedure in the factory service manual that someone can look up for me?

Someone please help, I don't want to go to a stealership to get this fixed.
