CKPS POS Pin 49

I'm was looking at the wiring circuit for the CKPS POS in the 99 FSM EC-306. There's no mention of a signal wire from the CKPS POS to the ECM. Where does the wire for pin 49 come from?

Don't bother looking at the FSM pinout for the '99, it's partially incorrect.

Pin 2, the white wire coming from the CKPS POS is the signal wire. Take a look at '98 EC-245 (or any other year, really).

Ok so I tried doing the screwdriver test on the sensor and when it comes into contact, I only get about 1v. In the FSM it says I'm supposed to see a constant 5v. I checked the power wire and I'm getting battery voltage and the ground wire checked out good as well. I also tried another used sensor I had lying around and got similar results. The sensor is not throwing a code but my idle and part throttle timing is retarded by about 10 degrees. Any thoughts?
