SE Gauge Cluster Question

I just got my 1997 SE Gauge cluster from a forum member here and its in great shape. I haven't installed it yet. I have one question though...
Speedo needle reads 0
Tach needle reads 0
Temp needle reads 0
Fuel needle reads between 3/4 and Full

I would think all the needles should read 0. Is this normal for the fuel needle to be reading between 3/4 and Full.

I don't want to go through the hassle of installing it if the fuel gauge is bad. Thanks!

One more question, when looking at the back of the cluster I notice a round white cup with a hole in the middle of it.Is there a wire that goes in it? Its directly behind the right side of the speedometer.
Thanks again!

The fuel guage is passive, it only measures when there is current applied.

Im going to go ahead and say its probably nothing; just hook up the connections that are present and see if she works; if it does not, well than come back and well help ya.
