Grounding Wire connected to Catalytic Converter?

Grounding Wire connected to Catalytic Converter?

I recently replaced my Catalytic Converter and there was a grounding wire loose on one of the bolts on the front flange. Does anyone know what this grounding wire if for and where it attaches?

It is show in the exhaust system diagram in the FSM. It grounds the y-pipe to the floor of the vehicle. I'm really not sure why it's there. Maybe as an aid to prevent static build-up since most of the exhaust system is hanging by rubber mounts.

It's probably rusted away on most cars with no adverse effects. When I replaced my y pipe I installed a new one but I'm just ****
