heat panel only works on 4

ac/heat only works on 4 but ac is nice and cold and heat well i wont ever get cold up here New Hampshire

It's probably the blower motor resistor. It's located by the blower motor that has 3(?) wires going to it and is held in by 2 screws. When you take it out, it looks like a long flat piece of metal which is a heat sink that gets cooled by the air from the blower motor.
