Fuel Filler Tube & Grommet

Fuel Filler Tube & Grommet

Is there a small tube connected from the grommet to the top rubberized section of the filler tube?

I popped a few water bubbles on the wheel lip of the left quarter directly below the fuel lid. When rain hits the rear windshield it collected under the trim and flowed down to the fuel lid. After pulling off the fuel tube shield I saw the top rubberized section of the tube had a small opening in it. The water collected past the fuel lid and under the grommet but never made it to that opening in the top section of the fuel tube. It collected inside the quarter and formed rust and water bubbles.

After sanding and wire brushing all the rust I applied rust converter then rubberized coating to the inside sections of the quarter. I teethed a piece of sheet metal that I'll bend then weld onto the lip of the quarter this weekend.
