cel won't self test, failed inspection.

my check engine light won't come on anymore. it had been on and off with a p0400 code. i replaced and cleaned everything except the egr control solenoid, only can find it for $200+. In NJ the CEL has to self test out when turning on the key to pass. I assumed i burned the bulb out, pulled cluster, bulb is fine. checked the printed circuit board with a test light, and found voltage to the bulb, but it appears the strip goes back to the plug in connector to get its ground, and its not getting a ground from the connector. i'm assuming the ECM would be controlling the ground. Could this be due to the fact that all the drive cycle monitors haven't cleared?? it still has the EVAP and Cat Efficiency not ready. the only thing i can think of is the ECM is bad, or the monitors have to clear first. any help would be great!!

Did you pull codes with the screw on the side of the ecu? If so, make sure it's back in the center position. The cel should come on when the key is turned to the on position. That happens with or without a ready condition.

I used a code reader to clear the codes, which way do I turn the screw on the ecu and then back? Might try that and see how that works.

If you've never played with the screw then it should be in the correct position.
Read the stickies for more info on how it works.

thanks guys, well the light came back on...good and bad. now i gotta figure out what is causing the p0400. i've replaced the egr valve, egr tube(i broke it coming out), cleaned the intake and the dohicky with all the sensors and stuff on the side of the intake. Any way to test the EGR Control Solenoid that supplies vacuum to the solenoid??
