Did you make sure the ECU is interchangable between model years? I know 99 had some new emissions equipment relative to 95-98, so I'm sure it's interchangable.
Also, there is confusing with the term "turning over." Turning over means the car starts. What you are probably referring to is that the "engine CRANKS but does not TURN OVER."

didn't you say the ECU was the only thing you changed? put the old ECU back in and see if it starts.. if it does.. then it is the ECU you just got.. ither its not working or its the wrong one..
try to match up the VIN on the Original with the new one

This is wierd..on the one i just got, it does get sparks on all cylinders but no injector pulse...on the old ecu it gets spark on all cylinders except 1 and 6 and pulse, but it doesnt start..the MAF sensor seems to be ok..What's wrong with this picture??!?
