Rack and pinion

I am currently in the process of fixing some things on my 1995 SE i purchased,its registered in Va so i have to pass state inspection. i have had the car about three weeks now and haven't noticed any leaks even took the liberty of putting cardboard on the ground where I park. Well took it in Friday and the inspection guy failed me saying the Rack is shot, the only thing i see is the boot is ripped no signs of leakage(Power Steering level hasn;t decreased). Should I get a second opinion because the way I see it is this guy does 10 cars for State inspection and it takes all day he only makes $160 but if he gets some repairs in he recoops his loses.

Go to another place and ask them if a ripped boot would be a reason to fail the car. A ripped boot doesn't effect function until dirt destroys the seal and oil starts leaking.

Maybe the first guy was looking for work like you said, but maybe your state is real strict.

The boot needs to be fixed or you will be replacing the rack. So either way, fix it.

Fix the boot, take it to another inspection place, and turn the guy into the state for being a crook and abusing their system.
