3rd gear w/ OD on Vs. 3rd gear w/OD off

Has anyone noticed the engine will rev to 3300 rpms then bog to 3000 if the OD is off even though your foot stays at the exact same place on the throttle? Then when you press the button to turn the OD on, the engine will right away jump to 3300-3400rpms again even though your throttle % opening is the same as before(your foot is still at the same palce) I was thinking maybe something along the lines of the lock up torque converter?

I was just a little curious about this.
