ECU Code 1405 and O2 sensor ground

ECU Code 1405 and O2 sensor ground

After removing my ypipe the other day I noticed that the ground that is usually grounded between the back of the ypipe and cat was cut I figured the wire was some sort of ground so I bought a new one at courtesy and installed it. The weird thing is that it's probably been like that for quite a while and I never got an error code. So my questions are:
1) What is the ECU code 1405? I'm assuming it's a newer code for '99s since the ECU decoder on vbxmaxima.8m.com doesn't have any codes starting with 14.
2) If the ground was cut does that mean the O2 sensor is not even grounded/working? I didn't notice a drop in gas mileage or anything, but it seems like having 2 out of 3 O2 sensors working wouldn't be a good thing.
3) If the O2 sensor wasn't working could that cause my car to run in closed loop mode? Per my mods it seemed like I had slower track times than others, and I've been trying to locate my problem.

I guess no one ever gets this error code since I've only found it mentioned once before. Does the FSM have a list error codes or are they found elsewhere?

Since so many people complain of power loss I'm wondering if anyone has had a situation like mine. I really don't know much about the O2 sensors or open/closed loop mode, so maybe someone can enlighten me.

I'm going to cycle this again. I really want to dyno when I get my MEVI, but if I'm still unsure about this ECU code then I probably won't.
