CA 5th Generation Maxima idle surge and CEL

5th Generation Maxima idle surge and CEL
I just bought a 2000 Maxima that had just recently had a bunch of work done on it. In order for me to pass inspection, the CEL cannot be on. I've reset the ECU via the battery disconnect method, and the scanner reset method. When I start for the first time after the reset I get no CEL, but if I turn the car off and wait a minute of so and turn it back on the CEL pops back up.
The codes I am receiving are the P0505 and P0403....IAC and EGR valve failures. Both are brand new...I also replace the MAF. Checked for a vacuum leak and couldn't find one anywhere. Any ideas what may be the issue? Thanks for the help
