Depends on what kind.

If it's a beam type, you pull carefully until the indicator beam deflects to the desired torque.

If it's the 'click' type, you turn the knurled end of the wrench (NOT the nut on the very end) to the desired torque, then pull until you hear a 'click' and stop pulling.

Set it to 40lbs, and try it out on your lug nuts.

I think he was referring to the fact it will give him the "click" and "feel" at 40 ft/lbs on lug nuts. A test if you will. And yes spec on lugs are 80 - 85 ft/lbs.

Exactly. If you set the wrench to 40 lbs, and try it out on your lugnuts, you'll feel the click, and be VERY unlikely to put more than 80lbs of torque on the nuts.

If you set it at 80, and don't understand what you're trying to experience, you might put a lot of torque on the nuts.

As long as you loosen them and retighten properly, you'll probably be OK (unless you break the studs), but by using a low torque setting, you'll gain the experience of the feel, while greatly minimizing the risk of over tightening.
