Does the IS300 use the same Phillips D2R HID bulb that we do? Is it 4300K?

All OEM bulbs use 4100k (or 4300k, depending on who you talk to).

Contrary to popular and wrong belief, no manufacturer equips cars from the factory with 6000k bulbs or the like.

Lexus most likely uses either Phillips or Osram D2Rs. The color difference you are probably seeking lies within the way the optics are designed.
