I'm curious.....what is the **** at the end of the windshield wiper stalk do? it looks like this (i dont have a camera at this moment)

i DID try it myself and there was no difference between the speeds. thats why i asked the question

 

the wipers don't get faster the time between wipes gets shorter.
(insert punchline)
