If $40 is all you have, I would recommend saving for more. If you waited a bit to get $40, wait a little longer until you get to $80, then $120, and so on. This way, you have a good amount of money to spend on mods instead of little things here and there. And if you're really strapped for cash...you might actually want to think about saving your money for more worthwhile things than car mods.

A front strut tower bar does not really give noticable performance with regular driving. It comes more into play when doing higher-speed turns.
The better bar to get is the rear anti-sway bar, but that's at least $110 + shipping and up depending on the brand you get.

make your own B-Pipe. It may not give that great of a performance mod but I heard it will make your car sound a little bit more aggressive. All you need to do is cut out your resonator which is after your cat. You can rent a pipe cutter from autozone for a fully refundable $25 and the pipes and clamps itself shouldn't run more than $25 tops.

The quality is there and its is only a bent piece of pipe, pretty hard to screw anything up. I dont plan on using any of them, I am making my own out of 3" aluminum tubing.
They are cheap because there is no R&D, just copy the original and get them made in Taiwan for $10 and sell them on Ebay for $40.
