Hit tire debris

I hit what appears to be tire debris on the freeway. Black streaks are on the front right lip, barely missing the foglights, and on the rear right side skirt. What is a good way to get it off? This **** definitely stands out on white paint...

I used mothers 3 step. Took about 20min. I did all three steps twice. Step1 twice, then step 2 twice...... It took the small scratches out and removed the black rubber.
