Light comes on, set light comes on and I hear it "click" like normal, but it doesn't hold/move the pedal or keep speed.

I know it worked the week before, then I wiped down the engine bay with a rag and water, now it doesn't work.

I tested the horn circuit, so I know the fuse isn't blown. I checked the CC cable to the throttle body and it's there.

I haven't dug into it much yet, but anyone have this happen before? Any ideas to narrow the problem down?
