Headlight Mod. Question

I saw someone around my area in NY with blue shaded headlight turning signals. Which come stock, in Orange. Would anyone happen to know how I can modify my own? Appericate the help, thanks.

Also, they might have not been painted/shaded blue. If you have PIAA or Silverstar signal bulbs they look blue when light reflects off them as well. Just a thought.
