As with several SES codes, the light will remain illuminated even after the problem is corrected. Once the vehicle has detected that the problem no longer exists, it takes a certain number of engine starts, driving time, miles, etc in order for the ECU to turn off the SES light. That is what has happened in your case.
My ECU activates the SES for P1147 and P1167 all the time. Then 5 starts later, the light goes off.
As for the inspection, you should pass, unless they hook up an OBD-II to the ECU and pull the codes.

Since I don't have a copy of the 2000-2001 ESM (if you have it, PM me), here's what the description is from the 2002 ESM:
P0430 - Three Way Catalyst Function (Bank 2)
Description:
Catalyst system efficiency below threshold
What Set The SES Light Off:
Warm-up three way catalyst does not operate properly, warm-up three way catalyst does not have enough oxygen storage capacity.
Possible Causes:
Bad 3-Way Catalyst
Exhaust Tube
Intake Air Leaks
Injectors
Injector Leaks
Spark Plugs
Improper Ignition Timing
What I would do:
If you've recently replaced something listed above, re-check the installation of the new stuff. If not, post back up what, if anything, that happened that caused the light to activate. The more information we have, the better.
