Test pipe is cheaper and will give your "better" gains (not by much). It will also make your car smell and not pass emissions. High flow cats are more expensive and have been known to sometimes fall apart easier than stock cats. Neither is worth it IMO unless you are: f/i, n20, or your stock cat is broken.

I made my cat "high flow" last year and have had no smell and no problems as far as tripping any lights.... knock on wood. No emissions inspections here... yet. I'll worry about that if and when it comes. Good luck.
