HELP!!! Steering Problem...

When I turn the wheel it studders- like easy, hard, easy hard, etc... The belt seems tight- there is no noise and the fluid level is fine. I had brought it back to a body shop 3 times for very shoddy work (covered under my insurance- go State Farm!- they were great).

I worried- as did my insurance guy that this body guy could try something- like F%$^% with my car. Maybe he added something to the fluid or maybe I have an over active imagination but not too long after I went there it started acting up- not regularly. 2 months ago I chalked it up to freezing temps but it was 50 today. I'm thinking it could be A. Pump B. He added ?water? C. Something in the rack.

If anyone has any idea, please post. She has 75k, no "front end" accidents-
