Spring pics, 19s back on and DDE's after 30k checkup

the car was bought for me when my grampa had liver cancer, it was like a previous will gift, and i work 30+ hours a week at the car wash and have been working since i was 14 so ive saved quite a bit of money, the only thing that has been bought for me was the DDE's for xmas
How do ddes work, i mean if just that ring lights up then how are you supossed to get any light out of it when its totally dark or is there a switch to turn on just rign glow. for example look at this forum:

so what he has is just the ddes on? so i can have a switch to just turn those on and off?
cause that would look wicked sick during the time when its about to become night. You can really see the angels if the rest of the light isnt on like in that picture? Im still confused on how they work.
