19s on a 2k, what suspension is best?

so my friend just bought a 2k a lil while back, and bought some 19 tsw shoes for it the other day. hes runnin 45 series tires and it looks really good. not much wheel gap, def less than stock. but he was tellin me he's not going to put any kind of suspension under it. his main reason is hes majorly paranoid about gettin an "altered suspension" ticket, which i think is ludicrous, and he says he'll have to cut too much cuz his tires already rub a lil. so what do yall think? i think he should at least upgrade to get it to handle better. i have a 4th gen and im not really too familiar with 2k + so help a brotha out

First off, 19" wheels and 45 series tires? I believe with any change in the ride height, those tires will most likely end up rubbing.

Check this site for some suspension ideas.

get the right size tire and then he can use whatever suspension he wants. 245/35-19 is the correct tire size. In UT how does one get an altered suspension ticket?

thanks for the link. im sure it will help. and he bought the rims used with tires already mounted so he just kept the ones there but want to go to a 40, still big i guess. altered suspension is something i've never heard of, but i he keeps ranting about it. so whatever
