its not a maintenance item, dont replace it unless its givng you problems...
When you are not pressing on the gas pedal at all, on a fuel injected car, the throttle plate is completely closed (TPS at 0%.) Obviously, the engine has to have SOME air to idle, and to keep the engine from stalling when you take your foot off the gas.
IACV is a motor or solenoid that opens a bypass (passage) in the throttle body, allowing some air to pass by since the throttle plate is fully closed. In carbureted cars this was done mechanically with an idle stop screw or a kicker solenoid.
Bad IACV causes poor idle, no idle, or stall on deceleration problems.
