Go down to autozone, pepboys or whatever and buy a set of aftermarket fogs. Here's what mine looks like:

Here's the box they came in (OEM sitting beside the box):

Easy DIY install. I removed the old fogs, cut the wires between the harness and the OEM fog (so I could re-use the plug). I used the aftermarket bracketry and the mounting holes in the bumper to install it. No bid deal.

Oh ya, buy 4" or 4.5" fogs. any bigger and they won't fit. any smaller and they'll look

I think if you go with stock again you are going to continue to have the same problem. Its an issue with the 02-03 fogs... After market is probably your best choice for a final fix...

I drive 50k miles a year, so I've been through a lot with my '03 (got 140,000 miles on it and counting). I went through literally three sets of OEM fogs before I had enough and went aftermarket (OEM = $100 a side, aftermarket = $40 a set. Saves you about $80 a side!). My aftermarket fog lense just cracked after 50k miles. That's about 25k more than any of the OEM lenses I had. Granted, I do a lot of highway driving on crowded interstates, but that was just a rediculous amount of fogs to go through. If I had gone aftermarket at the start, I'd be halfway to a nitros hookup with the money I would have saved!
