ground strap - 2nd cat converter

I found my groundstrap hanging off of the second catalytic converter along the exhaust system. Isn't the cat converter grounded by different means?

Would this cause a 420 error? My check engine light comes on intermittently and whenever I take it to autozone to get it checked out - it's the 420 code (i think that's the 02 sensor defunct code??)

Any suggestions?

Also iRotors.com product rocks.

Since you have a potential of creating a static charge (in the same manner as a Van De Graaff generator generates one) the strap may be there to eliminate any potential build-up. But that's just an uneducated guess...
