Rev Limiter vs. Fuel Cut off point

Is there a difference? How do you distinguish between the two?

I hit one of them racing a Stratus R/T in 2nd gear!(I screwed up a shift). I hit around 6500 on the tach and suddenly the power dropped, so I upshifted then it came back.

We have a fuel-cut only. Around 6600-6700.

Dyno plot says I have the most area under the Administrator curve

The revs are "limited" by "cutting fuel". One is an action "cutting fuel" and the other is the result - "revs limited".

is this what limits my speed to 131 mph? how do i remove it? or bypass it?
