I'm using LEDs on the outside cause its a pain to crack open the lights and have to replace them everytime something happens. I know this cause thats how my current headlights are setup

If it isn't foggy, it is illegal to drive with your foglights on. High beams, OTOH, are meant for high speed driving in clear weather.
