should there be a gasket there????

hey guys, i took the egr valve solenoid off my valve to see if the valve had any movement, i put it all back together and fire it up and my idle started pulsating... im having a problem with hesitation when cold which is why i wanted to see if my valve was partially stuck. so i took it all apart again and when removing the egr sol. for the second time i noticed there was what seemed to be peices of a deteriorated gasket but only around the bolts, so im not sure if it is supposed to have a gasket or not here a very small pic of an egr, where the arrow is pointing, is there supposed to be a gasket in between the black base and the silver metal top with the vac lines??http://s1140.photobucket.com/albums/...nt=egrvlve.jpg
